Veteran regulators move into leadership roles for Missouri Department of Insurance

Couch named division director of Consumer Affairs; Leung recruited as life and health actuary

Jefferson City, Mo. - The Missouri Department of Insurance announced today the appointments of two veteran regulators to key leadership posts. Carrie Couch has been named the acting director of the Consumer Affairs Division and William Leung has joined the Division of Insurance Company Regulation as the life and health actuary.

"Carrie has a wealth of experience and technical expertise from her 14 years of service with the department," said John M. Huff, director of the department. "Our Consumer Affairs Division has worked steadfast to serve as a liaison between industry and consumers. Carrie's departmental tenure will help foster a seamless transition and consumers can be assured they will receive the same high level of customer service they are accustomed to."

Couch is a 1994 graduate of Springfield College where she graduated summa cum laude.

Couch began her career with the department in 2000 in the legal section. In 2007, she became a special investigator with the Consumer Affairs Division. In 2010, she was promoted to chief of investigations, which gave her the added duties of supervising 13 investigators and support staff.

Leung, an actuarial leader with nearly 30 years of experience, previously served as vice president, financial projects actuary at Scottish Re.

Leung is a Fellow of the Society of Actuaries and a member of the American Academy of Actuaries. He is a certified public accountant and holds the professional risk manager and chartered financial analyst designations. He is also a Fellow of the Canadian Institute of Actuaries.

Leung graduated with honors from the University of Waterloo in Canada, earning a bachelor's degree in mathematics. He obtained his master's degree in 2010 from Anaheim University, where he graduated summa cum laude.

"We look forward to leveraging William's technical expertise and extensive actuarial knowledge from the private sector. Missouri consumers will be better protected with his actuarial oversight of insurance companies," said Director Huff.

From 2005 to 2013, Leung served as vice president and chief actuary at Beneficial Life Insurance Co. Prior to that he was valuation manager at Great-West Life and Annuity Insurance Co. Leung also served in actuarial roles at Canada Life, ManuLife Financial, The Citadel Life Assurance Co. and HSBC Life Assurance Limited.
